A tugboat captain who blew the whistle on his former employer, saying the company stole sand and underpaid royalties for sand mined in the Bay, was awarded more than $10 million of a $42.2 million settlement announced Monday. Hanson Building Materials, a global supplier of construction materials, agreed to pay the fine but denied wrongdoing.
