Joined by families of Virginia Tech victims and some Republicans, Kaine proposed investing $42 million more in mental-health care and tightening involuntary commitment laws. There would also be a “significant” bond issue that would go toward mental-health facility improvements.
“The tragedy at Virginia Tech in April of this year has drawn attention to our mental-health-care system in an unprecedented way,” Kaine said.
