MADISON, Wis. — A state law that allows school districts to block student transfers if they would increase racial imbalance is unconstitutional, Attorney General J.B. Van Hollen said in a legal opinion released Thursday.The law violates the right to equal protection and limits students’ ability to participate in Wisconsin’s open enrollment program, Van Hollen, a Republican, said.
