The state’s major utilities Wednesday released an energy plan recommending aggressive measures to combat high electricity prices over the next several years. Written over the past four months with the help of an independent economic consultant, the Brattle Group of Cambridge, Mass., the report is an “integrated resource plan” for the entire state based on a regional electricity market analysis.
