The service had been dialing phone numbers outside his local area, even though he explicitly avoided using such numbers via the PeoplePC dialing software, he said.
Rutledge was among several PeoplePC subscribers who incurred phone bills with unexpected charges, state Attorney General Andrew Cuomo said Monday, announcing a settlement with the company related to the problem.
