For the third year in a row, Virginia legislators will consider a bill that would permanently protect state workers from discrimination based on sexual orientation.The measure, which has never made it out of committee, would codify a 2006 executive order from Gov. Timothy M. Kaine that expands the usual nondiscrimination categories to include orientation.
Unless passed into law, the order will expire when the governor’s office changes hands next in 2010.
