State Attorney General J.B. Van Hollen appears to be keeping one of his biggest campaign promises – to reduce the backlog of DNA evidence waiting to be tested.The total backlog only dropped by about 50 cases in Van Hollen’s first year, to 1,735. Standby cases went down for the first time in five years.
