IL: GPS Tracking is new Tool in Fight against Domestic Violence

The new law is named for Cindy Bischof, a Chicago woman who was slain in March by an ex-boyfriend who then turned the gun on himself. Bischof’s family said she’d inquired about using GPS technology before she was killed after taking numerous steps to try to protect herself.

Bischof did everything she was supposed to do, said House Minority Leader Tom Cross, R-Oswego, who co-sponsored the bill.

“She went through the court system,” Cross said. “She followed the law and unfortunately it wasn’t enough.

“This legislation would have given her the chance to know if this man was around her.”

Under the law, which goes into effect Jan. 1, an abuser can be ordered to wear a tracking device if they’ve violated a restraining order. Illinois’ Department of Corrections and Department of Juvenile Justice have used GPS to track sex offenders, according to the governor’s office.
