Apparently, as you’ll read below, just not all of the time. It’s
always politically imprudent, some might say plumb stupid, to be caught on both
sides of the accountability and transparency issue. But, Iowa’s Democrat
Attorney General Tom Miller has been caught doing just that. From the Des
Moines Register:

likes to go after companies when they abuse the rights of consumers. Tobacco
companies, for example, or utility companies in other states whose coal plants
pollute the air. Just last week, Miller's office opened a fresh investigation
of questionable tactics by Publishers Clearing House.
Miller, however, seems incapable of
summoning the same passion to go to bat for Iowa citizens when their rights are
abused by state and local governments working in secret. The most recent
illustration: Miller's advice that a search committee may hold interviews with
applicants for the job of U of I president in a secret location. Under this
opinion, the search committee apparently can "comply" with the
public-notice requirement in the Iowa open-meetings law by giving the date and
time but not where the meeting will be held.
If any company applied that same standard to any of its practices, Tom
Miller would be leading the charge to bring such a company to its knees using
the power of his office, his colleagues, and numerous for hire trial lawyers to
protect the rights of citizens.
