Lt. Gov. Brian Dubie, both Republicans, called for a special legislative session to immediately pass legislation that would implement longer prison terms and civil confinement, which would extend jail time for high-risk offenders who have completed their sentences but have not successfully completing sex-offender treatment. Democratic leaders in the Legislature resisted, however, favoring an approach that would allow lawmakers to hear from experts and the public.
Sears said any new legislation must first be discussed in committee, but added that longer mandatory minimum sentences would likely be utilized in a way that gives prosecutors flexibility and discretion. Offenders could face the longer sentence in “particularly egregious” crimes,” he said.
