Stumbo won the caucus vote after a five-month campaign in which he preached a need for change in what he described as a dysfunctional legislative body that failed to pass several important pieces of legislation last year.
The full 100-member House — both Republicans and Democrats — will actually elect the speaker today. But the 65 Democratic members, as is their tradition, are expected to unite behind Stumbo, electing him as the first new speaker since Richards was chosen in 1995.
“I hope it’s a message of hope and change,” Stumbo said after the caucus, pledging to try to work closely with Gov. Steve Beshear and Senate President David Williams, a Burkesville Republican, to solve the state’s budget crisis.
