State leaders are hoping Iowa can build its way out of a recession.
Much of that hope rests on the federal government — the promise of hundreds of millions of dollars to rebuild Iowa’s disaster-damaged communities and the prospects for a new economic stimulus package launching the biggest public works effort since the Works Project Administration (WPA) of the 1930s.
However, Gov. Chet Culver and the 83rd General Assembly are expected to explore options for investing state resources as a way to supplement whatever help might come from Washington to spur employment and upgrade the state’s aging infrastructure.
