A group of Republican legislators Tuesday proposed raising fines for a number of violent crimes and moving violations to pay for a statewide trauma system, promoting the measure as an alternative to Gov. Mike Beebe’s call for increased tobacco taxes.
The competing proposal for a trauma system was filed as legislative committees advanced measures to make aggravated animal cruelty a felony, expand state law on video voyeurism, and ban text messaging while driving.
