From Ohio.com:
Even though they regained control of the Ohio House this year after 14 years in the minority, Democratic leaders are still relishing the thought of being in charge of redrawing legislative districts following the 2010 census. They stand a good chance of doing so, thus reshaping boundaries to their political advantage.
The key to the process lies in the makeup of the apportionment board, which meets every decade for the purpose of equalizing districts using new population figures. Well, there is equal and there is equal. The party in charge of the apportionment board will shift things around to elect as many of its candidates as possible.
