Attempts to raise Illinois income taxes to fill a historic deficit flopped Sunday and lawmakers prepared to adjourn without passing a complete state budget, a step that could trigger massive cuts in government services.
Conceding that efforts to agree on a budget had failed, Gov. Pat Quinn said he and legislative leaders would meet today and launch new negotiations, this time with Republicans at the table.
“I intend to make it crystal clear to our legislators that we are going to have a decent, humane government that takes care of … human services to people who need a helping hand,” Quinn said at a news conference Sunday night.
