Should people be able to dock their dogs’ tails without going to the vet? De claw their cats?The City Council doesn’t think so. Last year, members voted to bar anybody but a veterinarian from performing “cosmetic alterations” on “companion animals,” defined as tail docking, ear cropping, debarking and de clawing.
Eventually, word reached the ears of Bob Kane of Madison County, who is president of the Virginia Hunting Dog Owners’ Association. Kane didn’t think the city had that authority.
