LITTLE ROCK — Lt. Gov. Bill Halter said Thursday he has submitted a revised version of his ballot proposal for a state lottery to the state attorney general’s office.Halter wants Arkansans to vote on a proposed constitutional amendment to create a state lottery to fund college scholarships. He submitted a version of his proposal to Attorney General Dustin McDaniel in September, but McDaniel rejected it, citing unclear language.
