State Attorney General Andrew Cuomo said yesterday that he has reached an agreement with Cigna HealthCare to modify its doctor-ranking program to disclose to consumers and physicians all aspects of its ratings system.Cigna’s decision to change its program balances concerns of patients, doctors and insurers, Cuomo said, adding that the modified plan was a “national model for doctor-ranking systems.”
