A legislative plan unveiled yesterday comes a month after the future of such programs was thrown into doubt. Attorney General Marc Dann had declared that public school districts cannot charge parents for all-day kindergarten because Ohio law requires a free education be made available to all children.The Senate Education Committee voted unanimously to add a provision allowing such fee-based programs into an unrelated bill, an effort aimed at securing speedy passage.
