State Attorney General Martha Coakley is challenging new Coast Guard rules for Buzzards Bay oil transport, saying they are less stringent than those enacted by the state in 2004 following the Bouchard 120 spill of up to 98,000 gallons of home heating oil into the sensitive bay.
