Hawaii Lt. Governor Wants a Secretary of State

Lt. Gov. James “Duke” Aiona yesterday said he wants state lawmakers to put a constitutional amendment on the November ballot to establish a nonpartisan, elected secretary of state to administer elections.
Aiona would eliminate the state’s chief elections officer and repeal the powers of the state Elections Commission, giving the elected secretary of state the authority to oversee the state Office of Elections.
Most states have elected or appointed secretaries of state to handle a variety of administrative tasks, while lieutenant governors perform some of those functions in Hawai’i, Alaska and Utah.

TN Lt. Governor Wants AG’s Legal Opinion on Health Care

Lt. Gov. Ron Ramsey formally requested a legal opinion Tuesday from Attorney General Bob Cooper on whether there are any grounds to block a health care reform bill passed by the U.S. Senate from becoming law.
Cooper and Gov. Phil Bredesen both subsequently issued statements saying Ramsey, a Republican candidate for governor, is premature in his request since the legislation has not become law.
As a legislator, Ramsey has a right to request advice on legal issues from the attorney general.

Michigan Democrat LG Drops out of Governor Race

Michigan Lt. Gov. John Cherry announced Tuesday he will no longer be running as a candidate for governor in 2010.
Cherry said in a statement Tuesday that he was unable to obtain funding to “make my candidacy viable.” Current Michigan Gov. Jennifer Granholm is term-limited in 2010.“I was not successful (in raising funds) to the degree that was needed,” Cherry said in a statement. “With that in mind, I have come to the conclusion that to wage a successful campaign will be difficult at best.”
A mid-December poll by Rasmussen found that Cherry trailed three Republican opponents — U.S. Rep Peter Hoekstra of Holland, Oakland County Sheriff Mike Bouchard and Michigan Attorney General Mike Cox — in head-to-head races among the 500 likely voters polled.

Nevada Lt. Governor Running for Re-elect

Nevada Lt. Gov. Brian Krolicki says he plans to seek re-election next year.
A judge earlier this month threw out a criminal indictment against Krolicki and his aide, Kathryn Besser. The two were accused by the attorney general’s office of mishandling a college savings program that Krolicki founded while he was state treasurer.
No money was ever missing from the $3 billion program.

NJ: Lt. Governor will also be Secretary of State

Lt. Gov.-elect Kim Guadagno also will serve as New Jersey’s next secretary of state, Gov.-elect Christopher J. Christie said yesterday.
The job will give Guadagno – the state’s first lieutenant governor – the secretary’s traditional responsibilities overseeing elections and promoting historical and cultural programs and tourism. In addition, Christie has asked Guadagno to lead a “red-tape review” committee to eliminate bureaucratic obstacles to developing business in the state. She also will head a New Jersey Partnership for Action to help attract and retain businesses.
The role Guadagno carves out could determine how the position fits into state government. The only clearly defined responsibility when the lieutenant governor post was established was to be ready to serve if the governor is unavailable, a relatively common occurrence in recent New Jersey history.

Democrat Senator makes ‘Simply Ignorant’ comment about Alabama

U.S. Sen. Patty Murray, D-Wash., made the comments on National Public Radio in an interview on the Air Force tanker competition. She said Boeing should be favored for the tanker contract because of its airplane-building experience in Washington state.
“I have stood on the line in Everett, Washington, where we have thousands of workers who go to work every day to build these planes,” Murray said in a Dec. 7 story posted on NPR.org. “I would challenge anybody to tell me that they’ve stood on a line in Alabama and seen anybody building anything.”
Lt. Gov. Jim Folsom, the state’s top elected Democrat, fired off a letter to Murray in which he reeled off examples of the state’s industrial accomplishments.
“I have personally stood ‘on the line’ in Alabama and watched hundreds of products being manufactured,” Folsom wrote. “I remain hopeful that in the near future, I will also ‘stand on the line’ and watch the military’s new refueling tanker be manufactured here.”

Dem Lt. Governor Candidates Take Shots at Dem Governor’s Program

A majority of Democrats running for lieutenant governor were critical of Gov. Pat Quinn’s early release prison program Monday even though they could end up running on a ticket with him next year.
“That is crazy,” said state Rep. Mike Boland of East Moline.
Quinn has shutdown the early release program in question after revelations in the media that prisoners were being cut loose after serving just few days of sentences for crimes like repeat drunken driving, drug possession and weapons violations.
Quinn says the program is now under review.
“If you commit a crime, you have to serve some time,” Boland added. “You have to have some sort of punishment.”

Conservative legislative leaders have sent Democratic Gov. Tim Kaine a letter warning him not to end some tax breaks in the budget he submits next week.
The two-page letter from Lt. Gov. Bill Bolling, two Senate Republicans, the House speaker and the conservative independent who heads the House Appropriations Committee says a tax increase would be “counterproductive at best.”

Virginia Gov.-elect Bob McDonnell announced tody that Lt. Gov. Bill Bolling will serve in his Cabinet as Virginia’s Chief Jobs Creation Officer.
“Bill Bolling is about to become the busiest lieutenant governor in America,” said McDonnell, confirming that Bolling will also chair his Job Creation and Economic Opportunity Task Force and the Job Creation Work Group, an internal working group of Cabinet secretaries and agency heads.
In the role, Bolling will coordinate economic-development and job-creation initiatives occurring in Virginia government and lead efforts to recruit businesses to Virginia.
“Bill’s background in private business and in the General Assembly makes him uniquely suited for this role. Bill Bolling will play a pivotal role in our effort to create new jobs and more opportunities for the citizens of Virginia,” McDonnell said.

CO: Republican Lt. Governor has Shot at Senate

The election is nearly a year away, but right now former Lieutenant Governor Jane Norton appears to be the Republican with the best shot of beating either of the potential Democratic candidates in Colorado’s race for the U.S. Senate.
A new Rasmussen Reports telephone survey in the state finds Norton beating incumbent Democratic Senator Michael Bennet 46% to 37%, virtually identical to her lead in September. Eight percent (8%) prefer some other candidate, and eight percent (8%) are undecided.
But Bennet, named to the Senate by Democratic Governor Bill Ritter after Senator Ken Salazar became secretary of the Interior, has a challenger in his own party, former state House Speaker Andrew Romanoff. Norton beats Romanoff 45% to 34%, little changed from the previous survey. Fifteen percent (15%) are undecided, while seven percent (7%) like another candidate.
