Florida Lt. Gov. Kottkamp Makes AG Run Official

Florida Lt. Gov. Jeff Kottkamp will run for state attorney general in the 2010 election.

Kottkamp says he plans to file papers to start his campaign on Monday. He will become the first major Republican to enter the race.

Kottkamp served in the state House from 2000 until being elected lieutenant governor in 2006. He was previously a partner in one of the state’s largest personal injury law firms, Morgan & Morgan.

MA: Lt. Gov. Denies Rumors of Treasurer or Attorney General Bid

Persistent State House buzz has Lt. Gov. Timothy P. Murray discussing a potential run for state treasurer or attorney general, but his campaign spokesman said yesterday Murray’s staying put as Gov. Deval Patrick’s No. 2.

“That’s completely untrue,” said spokesman Michael Cohen. “We look forward to running with Deval on an accomplished record.”

Several legislators and other Beacon Hill operatives said Murray – frustrated by his low-key role in Patrick’s administration – has put out feelers and even discussed a run for treasurer with a fund-raiser.

KY: Dem AG Outpaces Lt. Gov. in US Senate Primary Fundraising

Lt. Gov. Daniel Mongiardo’s U.S. Senate campaign announced Wednesday he raised $302,993 in the second quarter, far less than his main opponent in next year’s Democratic primary.

Attorney General Jack Conway announced last week that he raised $1.32 million in the second quarter, his first after announcing he was running for the Democratic Party nomination for the seat held by incumbent Republican Jim Bunning.

The $302,993 announced by Mongiardo is also less than his first quarter total of $420,000, but combined the two quarters represent $732,546, the second most reported so far by any candidate other than Conway.

NY: Court Considers Lt. Gov. Appointment

Lawyers for Gov. David Paterson are due back in court to defend last week’s appointment of Richard Ravitch as New York’s lieutenant governor.

The appointment was a bid to break a leadership deadlock in the state Senate.

The move appeared to succeed. Rebel Democratic Sen. Pedro Espada dropped a month-long affiliation with Senate Republicans and returned to his party.

That ended a month-long stalemate in the statehouse. But it set off the court fight over Ravitch’s appointment.

NY: Governor’s Lt. Gov. Appointment Now Looks Rash

Especially with the State Senate crisis ebbing, Gov. David A. Paterson’s move to make Richard Ravitch his lieutenant governor looks now more like a rash political stunt than a sober government action.

Paterson said his concern was gubernatorial succession. But Article 6 of the state constitution sounds plain enough: In the absence of both a governor and a lieutenant governor, the next in line of succession is the temporary president of the Senate, followed by the Assembly speaker.

If a vacancy occurs for both governor and lieutenant governor, an election is prescribed to replace them. The two posts are elected together. The constitution has no provision for a governor appointing his successor – or otherwise putting the job in unelected hands.

Alaska: New Governor Moves to Appoint New Lt. Gov

Lt. Gov. Sean Parnell is designating Lt. Gen. Craig Campbell as a “temporary substitute” to replace himself as lieutenant governor.

The move is intended to enable Campbell to take over the number two position in the state without the legislative confirmation called for in state law, but some legislators are skeptical of its legality.

Parnell said the confirmation can be done later, in either a special session or next year during the 2010 regular session and still comply with the law.

“This is a win-win approach to ensuring a clear and secure line of succession to the office of lieutenant governor,” he said Monday.

GOP Releases Ad Taking on Democrat Lt. Gov. Diane Denish

So far, the Republican Party isn’t even sure that Lt. Gov. Denish will be the Democratic candidate, though the party obviously thinks that this is likely.

The ad tries to tie Denish to play-to-play scandals, in this case when Denish cast the tiebreaking vote in the state Senate to allow increased gambling in the state. The Republican Party ad says that Denish was originally against the legislation, but after receiving campaign donations from gambling interests, changed her mind.

HI: Lt. Gov. Aiona is Against ‘Cap and Trade’

Lt. Gov. James “Duke” Aiona, the front-runner for the Republican gubernatorial nomination in 2010, opposes a so-called “cap-and-trade” energy conservation system that aims to reduce carbon dioxide emissions in the U.S.

Speaking during a recent radio interview, Aiona said the system “would be devastating for not only the state of Hawai’i but the entire nation.” Hawai’i already has implemented programs that will result in lower greenhouse gas emissions, he said.

A cap-and-trade system empowers the government to set limits on heat-trapping pollution discharged by factories, refineries and power plants. The limits periodically would be adjusted downward.

NY: Governor’s Lt. Gov Appointment Now Being Challenged in Court

The appointment of Richard Ravitch as lieutenant-governor by Governor David Paterson earlier this week is being challenged in court.

Senate Republicans said Thursday morning that they secured a court order suspending Gov. Paterson’s appointment of a lieutenant-governor. The court order was scheduled to be argued yesterday.

During a televised address Wednesday night, Gov. Paterson appointed the former CEO of the Metropolitan Transportation Authority—an appointment that many, including New York State Attorney General Andrew Cuomo, say is unconstitution

Republican Launches Lt. Gov Campaign Website

He appears serious.

Speculation has hovered for months that small business owner Mark Darr would seek the Republican nomination for Lt. Governor in 2010.

Today, Darr unveiled a campaign web site indicating his seriousness in pursuing the office currently held by Democrat Bill Halter.

Darr is a licensed insurance agent and co-owns Larry’s Pizza in west Little Rock and the MAD Pizza Company in Rogers.  He, his wife and two kids live in Springdale.
