AG: Chris Koster narrowly takes Dem nomination (story here) – 2nd place finisher Margaret Donnelly is well with in her rights under state law to call for a recount. If that’s the case, can Koster hang on? Regardless, GOP nominee Michael Gibbons (he got 100%) is funded, rested, and ready.
LG: Incumbent L.G. Peter Kinder and Dem State Rep Sam Page take their party nominations
SOS: Dem incumbent SOS Robin Carnahan and Republican attorney Mitch Hubbard both take 100% of the vote – they had no challengers.

The Democrats Michigan Power Grab

Looks like Michigan state Democrats have had their own little Lafayette Park moment. Surely, somewhere in the Democrat play book there’s a paragraph about not putting things in print (or on disk) that you don’t want to read about on the front page. Must be some of that new kind of politics national, state, and local Democrats are trumpeting. New indeed. From the Wall Street Journal:
It’s still not certain whether an ambitious proposal to amend Michigan’s state constitution will find a spot on the Nov. 4 ballot. But new revelations leave little doubt that proponents are engaged in a blatantly partisan effort to change the state political system to favor Democrats.
The proposal, known as “Reform Michigan Government Now,” is billed by its backers as a relatively neutral measure that would make commonsensical changes to how the state is run. Among other things, it would streamline government by reducing the number of state legislators, slash salaries for state politicians by up to 25%, loosen restrictions on absentee voting and require lawmakers to disclose financial information.
But it turns out that these populist measures are included to disguise a deeply partisan agenda being pursued by Reform Michigan’s Democratic backers. That agenda was laid bare last week when the Mackinac Center, a Michigan think tank, discovered a PowerPoint presentation of the proposal posted on a United Auto Workers regional Web site.
The 35-page presentation’s blunt subtitle is “Changing the rules of politics in Michigan to help Democrats,” and it begins by lamenting that “Democrats have not controlled the entire State Legislature in 25 years.” To fix that, the strategy is to gain control of the redistricting process by which voting district lines are drawn every 10 years.

Want to make voters cranky? Call them repeatedly at 3 o’clock in the morning! That’s what Democrat L.G. candidate Sam Page’s Democrat primary foes appear to be doing.
From the Branson Agent:
OVERLAND, Mo. — Robo-calls pretending to be in support of Sam Page are calling Missourians in the middle of the night, as much as nine times to the same number. Rep. Sam Page, Democratic candidate for lieutenant governor, warned about the continued dirty tricks. He asks Missourians not to be fooled and to warn their friends.
The law does not require that taped telephone messages be identified by the sender, as are publications, radio and television ads.
“This allows cowards to hide and this is why voters are losing faith in our electoral system,” Page said. “I apologize to all who are the victims of this hoax.”
While this is a pretty shifty way to run a campaign, we can’t quite make the leap that anonymous, late night robo calls could bring down civilization as we know it. Page’s campaign may have gone just a tad over the line on that one.
None too surprising though, Democrats appear to be trying to blame GOP operatives for this last minute move. Yes, we can see it now in some smoke filled back room, GOP operatives hatch a plan to offset the hundreds or thousands of dollars spent by Representative Page with a a couple of thousand dollars worth of automated calls. Of course, brilliant – all campaigns should be so easily defeated.
Regardless of the outcome, Republican Peter Kinder is the incumbent Lieutenant Governor, and he will be re-elected.

California Lt. Gov. Becomes First Dem Candidate for Governor

Wow, some truly ground breaking campaign rhetoric from the Democrat L.G. of California. Whoever told him to make a crack about acting and movies deserves a raise. The future of the Democrat party appears to be safe – Lt. Governor Cliche is in charge. From the Sacbee:
Lt. Gov. John Garamendi became the first candidate to announce he is running for California governor in 2010 by blasting the incumbent Thursday over the state’s budget stalemate and declaring that he would raise taxes if elected.
The veteran Democratic politician announced his gubernatorial bid on the west steps of the Capitol, moments before Gov. Arnold Schwarzenegger signed an order to cut thousands of temporary state jobs and freeze pay of 200,000 workers at $6.55 an hour to help the state pay its bills.
The timing of Garamendi’s announcement was no coincidence as he used the state’s budget standoff to tout his own credentials as a leader who can direct the California out of a fiscal morass.
“California is not a movie set, and gridlock is not acceptable,” Garamendi said in a dig at Schwarzenegger, the action star governor whose name won’t be on the 2010 ballot. “This is real life. This is about real people and Californians who are hurting.”
He added: “A stunt like a pay cut to $6.55 an hour doesn’t solve the problems that California faces.”

Missouri candidates for statewide offices in the 2008 election filed finance reports today with the Missouri Ethics Commission. Here’s a look at how much they raised from July 1st through July 24th, their total raised for the campaign, and their cash on hand after accounting for expenses. Money raised may include in-kind contributions and loans.

Delaware: When an Endorsement Really Means Nothing

The teachers union in Delaware endorses both Democrats in primary governor’s race.
From WBOC-TV:
The executive board of the state teachers union has endorsed both Democrats running for governor.
It’s the first time the Delaware State Education Association has endorsed two people in the same party’s primary.
The union, which claims 11,500 members statewide, announced Monday that it endorsed both Lt. Gov. John Carney Jr. and state Treasurer Jack Markell.
A DSEA spokeswoman says the vote of the 26-member board was not unanimous, but in the end, members knew they wanted a Democrat to be governor.
In the lieutenant governor’s race, the union gave Democratic Insurance Commissioner Matt Denn their nod over Republican Senate Minority Leader Charles Copeland.

If we want to start building our farm team, we can’t depend on either extreme: neither sharing the same message from one organization nor using something as undepedable and expensive as microtargeting. This is why any national organization must coordinate better with our state and local party organizations to identify the issues that matter the most, and tailor messaging on national issues to hit home with specific audiences.
BOTTOM LINE: The Democrats have their own 50 state strategy that identifies winning concepts and strategies in every race, federal to local. Republicans need to start doing the same, and can be better at this than the Democrats.
MO: LG Wants To Ban Officials From Campaign Consulting

The most prominent lawmaker-political consultant is outgoing House Speaker Rod Jetton, a fellow Republican Kinder’s proposal takes aim at.
“I have been stewing on this for months and months and months,” Kinder said during a press conference outside the Greene County Courthouse.
State Treasurer Sarah Steelman first proposed a ban on lawmaking serving as political consultants during a June 13 Republican gubernatorial debate with U.S. Rep. Kenny Hulshof.
Jetton has been accused of using his power as the No. 1 House official to award legislative favors.
His current client, a freshmen state Rep. Bob Onder, who is running for Hulshof’s seat in Congress, landed his name on two prominent bills this session dealing with illegal immigration and abortion.
When Kinder was asked whether he thought Onder’s arrangement was unethical, the lieutenant governor replied, “no, I don’t.”

Tennessee Revenge? Former Dem Lt. Governor Campaigns Against Democrat

Not just any democrat though, the outgoing state senator is going after Sen. Rosalind Kurita – who’s vote ousted him from the LG spot after 36 years…

State Sen. John Wilder is campaigning for the primary opponent of a fellow Democrat who helped foil his bid to extend his record run as Senate speaker.
Wilder had been speaker for 36 years when the 87-year-old Mason Democrat lost to Republican Sen. Ron Ramsey last year.
Ramsey had persuaded Sen. Rosalind Kurita, a Clarksville Democrat, to cross party lines to vote for him over Wilder.
This week Wilder, who is not running for re-election this fall, traveled to Clarksville to campaign for Kurita’s Democratic challenger Tim Barnes.

Obama Targets States and Local Races

As you well know, Democrats who come up through the state local ranks and become national Democrat leaders have been bad for America. It’s the RSLC’s mission to stop that from happening – so join us right now in the fight for control of America’s state and local offices. But winning the White House won’t be his only goal, deputy campaign manager Steve Hildebrand told Politico: In an unusual move, Obama’s campaign will also devote some resources to states it’s unlikely to win, with the goal of influencing specific local contests in places such as Texas and Wyoming.
“Texas is a great example where we might not be able to win the state, but we want to pay a lot of attention to it,” Hildebrand said. “It’s one of the most important redistricting opportunities in the country.”
Texas Democrats are five seats away in each chamber from control of the state Legislature, which will redraw congressional districts after the 2010 census.
In Wyoming, Democrat Gary Trauner, running for the state’s sole congressional seat, lost narrowly against an incumbent in 2006 and is now seeking an open seat.
