New Secretary of State Named in Kansas

Gov. Mark Parkinson on Tuesday named fellow Democrat Chris Biggs as Kansas’ new secretary of state.

Biggs replaces Ron Thornburgh, a Republican who resigned last month to take a private-sector job. Biggs will serve for eight months before voters elect a new secretary of state. Biggs is one of several candidates.

Biggs, 51, was the state’s securities commissioner, a position he had held since 2003. He narrowly lost the 2002 attorney general’s race to Phill Kline. A former prosecutor, Biggs served for 14 years as county attorney in Geary County, where he lives.

CT: Democrat Secretary of State Kept 36k Person Political Database at Taxpayers Expense

Secretary of the State Susan Bysiewicz’s politically oriented entries in her office’s 36,000-name constituent database drew criticism Wednesday from Democratic rivals, one of whom said she should make a public apology, and from Republican State Chairman Chris Healy, who called the entries “a political intelligence file for her own use … paid for by the taxpayers.”

The criticism came after The Courant’s disclosure Wednesday that the taxpayer-funded database contains thousands of what are labeled “special notes” on people’s political connections and personal characteristics, including some medical conditions. It also has a category headed “Ethnicity,” which identifies 2,431 people as either Jewish, Greek, Polish, African American, Hispanic or Native American.

Secretary of State Office Delays Releasing Scathing Resignation Letter

Although Attorney General Gary King said last week he believes a resignation letter from the state Elections Bureau director is public information, the Secretary of State’s Office still isn’t ready to release it.

In a written response Monday to The New Mexican’s request last week for a copy of A.J. Salazar’s resignation letter, Deputy Secretary of State Francisco Trujillo said, “the document will require additional legal review.”

Salazar’s letter reportedly accuses Secretary of State Mary Herrera of violating New Mexico’s Governmental Conduct Act and election laws.

Judge to give Dem AG Candidate ‘Expedited Consideration’ for Lawsuit

Superior Court Judge Michael Sheldon said Friday that he’s giving “expedited consideration” to Secretary of the State Susan Bysiewicz’s lawsuit over whether she meets the state’s statutory requirement to run for Connecticut attorney general — in hopes of a ruling in time for the Democrats’ nominating convention May 21 and 22.

Sheldon tended to scheduling matters at a hearing in Superior Court in Hartford as he conferred with lawyers for Bysiewicz, the state attorney general’s office, and the state Republican and Democratic parties.

NM: Resignation Letter Rips Democrat Secretary of State

The state Attorney General’s Office is reviewing a scathing letter of resignation from the recently resigned state Bureau of Elections director that accuses the Secretary of State’s Office of violating New Mexico’s Governmental Conduct Act and election laws.

The letter in question is from A.J. Salazar, who resigned Friday. It reportedly accuses Secretary of State Mary Herrera of soliciting donations from companies that contract with her office and ordering some of her employees to gather signatures on petitions for her re-election campaign.

Phil Sisneros, a spokesman for Attorney General Gary King, said in an e-mail to The New Mexican that “we never discuss ongoing investigations, including whether or not there is one.” But, he added, “I can tell you that the letter is being reviewed by our folks.”

AZ: Secretary of State Backs Overhaul of Campaign Finance Laws

Arizona’s elections chief says the state needs to overhaul a portion of its campaign finance laws to maintain an informed electorate after the nation’s top court gave corporations the ability to pay for political advertisements.

“I think part of being an informed voter is knowing as much about the candidates as possible, and any other voices that start to weigh in,” said Secretary of State Ken Bennett.

Bennett is pushing for a change to the state’s campaign finance laws that would require corporations and labor unions to report expenditures above certain amounts. For statewide races, that level would be $5,000; in legislative races, expenditures above $2,500 would need to be reported; and expenses above $1,000 in city, county and town elections would trigger a report.

CT: Republicans to Intervene in Democrat Secretary of State’s Eligibility Lawsuit

The state’s Republican Party has hired a lawyer to challenge Secretary of the State Susan Bysiewicz in the lawsuit she filed last week to seek a “declaratory ruling” that she is eligible to run for state attorney general.

The Republican State Central Committee Tuesday night authorized GOP State Chairman Chris Healy to hire a prominent Hartford attorney, Eliot B. Gersten, to intervene in the lawsuit.

The move raises the possibility that Bysiewicz’s legal qualifications will be aired prominently in a court hearing. She could face the unusual prospect, as a statewide elected official, of having to testify under oath about how she has spent her time in her 11 years in office.

ND: Democrat Secretary of State Candidate Runs on Changing Website

Grand Forks Rep. Corey Mock announced on Tuesday he will be running for secretary of state.

The freshman legislator was  elected in District 42, which includes the University of North Dakota, in 2008.

He’s seeking the Democratic nomination for the statewide office.

Mock said he wants to bring more transparency to the office, which oversees elections and registers lobbyists.

At the top of his list is redesigning the Web site for the office, making it easier for businesses to register and for citizens to have access to their elected officials.

ND: Democrat to Announce Intentions for Secretary of State

Rep. Corey Mock, D-Grand Forks, who represents District 42, will hold press conferences around North Dakota on Tuesday to announce his plans for the upcoming Secretary of State race.

Mock is beginning his day in Grand Forks, holding a conference in the River Valley Room of UND’s Memorial Union at 9:30 a.m. From there, he continues on to Fargo and Bismarck before ending at Minot’s Sleep Inn Theater at 6:30 p.m.

Mock has served on the North Dakota House of Representatives since first being elected in 2008, representing District 42 that covers most of northern Grand Forks.
