NY AG Closer to Announcing Run for Governor

Attorney General Andrew Cuomo’s much-an ticipated announcement that he’s running for governor could come a week from Wednesday, as he holds a major fund-raiser in Manhattan, sources said last night.

An April 28 announcement makes sense because the large crowd expected at the $1,000-a-ticket Waldorf-Astoria event “will be pumped up expecting to hear something big about the governor’s race, and that would be the place to do it,” said a well-positioned source.

An announcement that day would also come just two days before the start of the nominating convention of the Democratic Rural Conference, a group with which Cuomo has strong personal and political ties.

Excitement about Cuomo’s announcement has been building in Democratic circles as the impasse over a new state budget worsens and as the attorney general moves to wrap up several high-profile investigations, including the state pension-fund scandal and a probe of embattled Bronx Democratic Sen. Pedro Espada.

NY: The AG and his Aide

“Bo,” Mr. Percoco asked, according to Mr. Dietl, “is that a threat against Andrew Cuomo?”

And when Mr. Paterson — with low poll numbers, little money and no support from senior state Democrats — announced a three-stop tour in early February to begin his election campaign, Mr. Percoco called around to get the names of the few local officials who might have been planning to appear with him — hoping to discourage them from going.

The attorney general has tried mightily to convey the idea that he has yet to focus on a run for governor, and he ducks any discussion of it. But at the same time, he has unleashed Mr. Percoco, his most pugnacious aide, to marshal his supporters, undercut his rivals and clear a path for him to become the prohibitive favorite in the race for governor of New York.

Few people outside of New York political circles have ever heard of Mr. Percoco, 40, a former high school linebacker and advance man for the attorney general’s father, Mario M. Cuomo, when he was governor.

NY: Democrat Governor Breaks Silence

In his first direct denial of the accusation, New York Gov. David Paterson on Wednesday said he didn’t try to persuade a woman to drop a domestic violence complaint against one of his top aides.

He spoke on Don Imus’ morning show on the Fox Business Network and said Sen. Kristen Gillibrand, whom he appointed, appears to have thrown him “under the bus.” Gillibrand has said that if Paterson is found to have violated the law, he should resign.

NY: Race for Senate Seat Winds Down

During a forum in Jackson Heights, Queens, last Thursday, candidates for a vacant State Senate seat were given a chance to question one another. One of them, Hiram Monserrate, addressed his leading opponent, José R. Peralta, as “José.” Mr. Peralta addressed him as “Mr. Monserrate.”

That formality underscores a change in the relationship between two men who once called each other “brother.” That, of course, was before Mr. Monserrate’s expulsion from the State Senate last month, after his conviction of misdemeanor domestic assault. Mr. Peralta and Mr. Monserrate are Latino, like a majority of people in the district. Each has also been the Queens Democratic Party’s golden child at some point. But these days, that is where their similarities end.

NY: Democrat AG Recuses Himself from Probe after Drop in Poll

In recusing himself after two weeks of investigating Gov. David Paterson, Attorney General Andrew Cuomo said there was no “technical conflict” but described the probe thus far as preliminary and bowed to pressure that included sinking approval ratings for the man widely expected to run for governor.

Cuomo named Judith Kaye on Thursday as the independent counsel to lead the investigation into whether Paterson illegally took World Series tickets or had improper contact with a woman who accused a governor’s aide of domestic violence. She will work with the Cuomo’s Public Integrity Unit.

New York Republicans Want Conference Committees

Senate Republican Leader Dean Skelos revived a complaint from last year’s budget process: no conference committee hearings have been scheduled, which is stifling the ability of his members to have input.

“Budgeting is about priorities, and if they would ever open the door to us rather than sending a letter saying ‘I want to talk to you privately,’ or once in a while getting together on the second floor (for public leaders meetings) or asking our secretaries of the different houses of finance to get together and basically nothing happens, we want to be part of the process,” Skelos said this morning at a press conference where he unveiled a plan for property tax relief. “As you recall, last year we were shut out. We were told, everything is Democrat in New York State, we don’t need the Republicans.”

NY: Assemblyman Wants Governor Impeached

It has been nearly 100 years since a governor of New York was impeached.

Impeachment is the formal process by which an elected official is accused of a crime and may or may not be removed from office.

Good Day NY’s Greg Kelly spoke with State Assemblyman Phil Boyle on Wednesday. Boyle is calling for the impeachment of Gov. Paterson.

NY: Democrat Governor’s Campaign Lasts a Week

Last weekend, Gov. David Paterson traveled to upstate to announce he would seek a full term as governor.
The campaign lasted one week.

On Friday, Paterson announced he would end his campaign after a New York Times article claimed he contacted a woman who was allegedly beaten by one of the governor’s most trusted aides, David Johnson.

The Times article was the “bombshell” everyone was waiting for. The newspaper published two articles before Paterson’s announcement, one of which discussed Johnson’s role in Paterson’s administration and his questionable background. In Johnson’s background were allegations he hit multiple women and drug arrests from when he was a teenager.

NY: Governor asks Attorney General to investigate his Aide

A subdued Gov. Paterson ducked questions Thursday morning about his possible role in an exploding controversy over a domestic abuse case involving one of his top aides.

“I’ve now turned this over to the attorney general,” Paterson told WOR-AM’s John Gambling, as he declined to talk specifics.

“This is now an investigation.”

Paterson suspended assistant David Johnson Wednesday night and asked Attorney General Andrew Cuomo to investigate whether state police had improper contact with a woman the aide is accused of attacking.

NY: Judge Upholds Democrats Expulsion

A federal judge on Friday rejected a New York state lawmaker’s attempt to block his expulsion, saying the issue will be properly resolved by voters in a special election next month.

U.S. District Judge William H. Pauley III said Hiram Monserrate’s Queens district senate seat will only be vacant for a few weeks because Gov. David A. Paterson immediately set a March 16 special election to replace the Democrat.

The judge rejected arguments advanced by lawyers for Monserrate and several voters who sued the state after senators voted 53-8 last week to remove him because of a misdemeanor assault conviction. The lawyers argued that the voters were disenfranchised by his removal.
