Rainy Day Funds tough to use in some states

While budget deficits threaten to cripple government services across the country, a handful of states with billions of dollars socked away in “rainy day” funds for troubled financial times are discovering they can’t use that money to offset their cuts.

Amid the worst financial crisis facing states in decades, stringent rules governing the use of reserve funds have tied the hands of lawmakers in nearly a dozen states even as they consider raising taxes, slashing health and social services and shuttering education programs.

About three-fourths of states have used rainy day funds in the past three years to alleviate budget cuts, but some have had difficulty accessing the money or have shied away from doing so. They would have to repay it quickly or were worried it would hurt their bond ratings.

FL: AG Candidates Differ on Focus

Republican attorney general nominee Pam Bondi is trying to nationalize the campaign, pushing GOP talking points about the dismal economy, the Obama administration and particularly her opposition to the health care overhaul bill it pushed through Congress earlier this year.

Democratic opponent candidate Dan Gelber, a veteran state legislator, is trying to keep the race on Florida issues as the Nov. 2 election approaches, such as cracking down on government corruption and on clinics that illegally dispense prescription pain pills.

“Trying to nationalize the campaign makes some sense because of the current mood that is so anti-Obama and anti-Democratic Party right now. But there are risks. You risk neglecting some state issues that are important to Floridians,” said Dan Smith, head of the University of Florida’s Political Campaigning Program.

FL: AG Candidates Have their Only Debate

Republican Pam Bondi and Democrat Dan Gelber clashed on a wide variety of issues Saturday in a spirited debate between the leading candidates for Florida attorney general.

The two lawyers met in a sometimes-tense hourlong debate at the Orlando studios of Central Florida News 13, which co-sponsored the forum with Bay News 9. It is the only TV debate in any of three open state Cabinet races on the Nov. 2 ballot and airs on both outlets Monday at 8 p.m.

As the state’s chief legal officer, the attorney general represents the state in most legal disputes, combats Medicaid fraud and protects consumers from rip-offs.

Florida AG Candidates are Opposites

Democrat Dan Gelber wants to withdraw Florida from the lawsuit McCollum filed against the federal health care overhaul. Republican Pam Bondi attended the arguments in the case, and is making pressing forward with it a top campaign issue.

This year’s attorney general race pits a telegenic career prosecutor from Tampa against a seasoned politician from South Florida.

Republican Pam Bondi was a Hillsborough County assistant state attorney for 18 years and spent a decade as spokeswoman for the office. She has also been a regular legal analyst for CNN, Fox News and MSNBC. An endorsement from Sarah Palin helped propel Bondi to a convincing win in a three-way Republican primary. She has become a darling of the Tea Party movement and has campaigned alongside Gubernatorial nominee Rick Scott. Democrat Dan Gelber, a former federal prosecutor and chief counsel to U.S. Sen. Sam Nunn, has served the Florida House and Senate for the last decade. The Miami Beach native spent his formative years in Tallahassee, and still has a bit of a Southern twang to prove it. Both were raised in political families. Bondi is the daughter for a former Temple Terrace mayor, while Gelber’s father served multiple terms as mayor of Miami Beach. Both were early stars in their legal careers. Bondi looks to Hillsborough County Judge Barbara Fleischer as a role model. “She started court at 7 a.m. and you had to be there on time and prepared,” she said.

FL: Republican Attorney General Candidate Up in Latest Poll

The latest Mason-Dixon Florida Poll shows Pam Bondi, the former prosecutor from Tampa, leading state Sen. Dan Gelber, D-Miami Beach, by 42 to 37 percent in their race for attorney general. That’s a four-point gain for Bondi since last month’s Mason-Dixon poll, and a 3-point rise in Gelber’s support.

Business Group Endorses GOP AG Candidate Pam Bondi

Republican candidate for Attorney General Pam Bondi has been endorsed by Florida’s main advocate for small businesses.

The National Federation of Independent Business endorsed Bondi on Monday mainly because she supports Florida’s lawsuit against the national health care plan.

Bondi said she is honored to receive the endorsement of the NFIB. “They’re one of the most respectable organizations and they represent everything our state stands for: businesses and our consumers, and helping to bring jobs to Florida and keep jobs in Florida…”

Bondi has said the federal health care law is unconstitutional, and has promised to continue Florida’s lawsuit against the program if she’s elected.
