Rainy Day Funds tough to use in some states

While budget deficits threaten to cripple government services across the country, a handful of states with billions of dollars socked away in “rainy day” funds for troubled financial times are discovering they can’t use that money to offset their cuts.
Amid the worst financial crisis facing states in decades, stringent rules governing the use of reserve funds have tied the hands of lawmakers in nearly a dozen states even as they consider raising taxes, slashing health and social services and shuttering education programs.
About three-fourths of states have used rainy day funds in the past three years to alleviate budget cuts, but some have had difficulty accessing the money or have shied away from doing so. They would have to repay it quickly or were worried it would hurt their bond ratings.

The GOP is getting to work after it’s overwhelming win on election night.

The overwhelming victory for Republicans on Nov. 2 was a clear signal from voters that they want a more fiscally conservative Legislature, O’Brien said.
“It was not a message of partisan victory and loss. Instead, it was a plea for an effective, limited, respectful and responsive state government,” he said.
“Our constituents want a government that works for them and not against them. They want a government of public servants and not elite rulers. They want a government that stands with New Hampshire citizens and not over them.”
Republicans hold super-majorities in both chambers, 298-102 in the House, 19-5 in the state Senate.

New Hampshire Picks Republican Leadership

Republicans in the House and Senate chose their leadership today. The end of Democratic control of the legislature that began in 2006 is now upon New Hampshire.

Legislators chose two Republicans to lead the House and Senate today.
Shortly after being sworn into office by Gov. John Lynch, members of the Senate elected Sen. Peter Bragdon of Milford as the next Senate President. Bragdon is starting his fourth term in the Senate, and succeeds Sen. Sylvia Larsen, D-Concord, who held the top Senate post for four years.

NH: Former Attorney General wins Senate Primary

New Hampshire has certified former state Attorney General Kelly Ayotte (AY’-aht) as the winner of the Republican primary for U.S. Senate.
Ayotte was endorsed by former Alaska Gov. Sarah Palin and won a narrow victory over Ovide Lamontagne (LAH’-mohn-tayn). His conservative credentials and courting of the tea party pulled him close in the final days of the campaign.
Lamontagne has until 5 p.m. to decide whether he’ll seek a recount because the margin of victory fell within 1.5 percent of the total votes cast.
The secretary of state’s office says Ayotte’s official margin of victory was 1,667 votes.

New Hampshire to turn red

“We will win everything in New Hampshire in November 2010,” Mr. Sununu, 71, said in an interview at his airy home office here near the seacoast. He said he expected that the winds of change that appeared to be blowing across the country were blowing through the Granite State as well.
Mr. Sununu noted that New Hampshire Republicans have won seven of eight special elections since 2008.
Many Republicans are running for offices here up and down the ballot, the most that officials can recall in recent memory. The New Hampshire secretary of state’s Web site lists four for the party’s nomination for governor; seven for the Senate seat being vacated by Judd Gregg, a Republican; eight for the House seat in the First Congressional District; and five for the open House seat in the Second District.

NH: Democrat Candidate is Arrested, Quits School Board, Still in Race

Carlos Cardona, a Franklin activist and Democratic candidate for state representative, resigned from the school board Monday after the police said he threatened to kill his partner with a knife.
Cardona, 21, was involved in a domestic dispute about 1 p.m. July 18 at the couple’s 42 School St. apartment, court records show. The police said Cardona held a knife in his partner’s direction while threatening to kill him. He also slammed a door, striking his partner in the arm, court records show.
The police arrested Cardona for criminal threatening, a felony, and simple assault, a misdemeanor.
In an interview yesterday, Cardona denied the charges and said he plans to take back his resignation. He said local Republicans, led by Franklin School Board Chairwoman Kathleen Russo, pressured him into resigning in haste Monday.

NH: Democrat Legislator Resigns after ‘Dead Palin’ Remark

A New Hampshire state legislator resigned his office Thursday after becoming the second Democrat in as many days to speculate about Sarah Palin’s death on Facebook.
State Rep. Timothy Horrigan made the remarks Wednesday night in a thread discussing the Alaska plane crash that killed former Sen. Ted Stevens.
“Well a dead Palin wd be even more dangerous than a live one…she is all about her myth & if she was dead she cldn’t commit any more gaffes,” Horrigan wrote.
Horrigan was commenting on another post by a Democrat running for the state house, party activist Keith David Halloran, who found himself in hot water Wednesday after writing about the crash: “Just wish Sarah and Levy [sic] were on board.”

The New Hampshire Republican State Committee today denounced Democrat NH House candidate Keith Halloran’s public death wish for former Alaska Governor Sarah Palin. The Party also called on Governor John Lynch and Congressional Candidate Ann McLane Kuster to personally denounce his hateful remarks and call for him to apologize to the Palin family.
In a Facebook post yesterday regarding the tragic plane crash that killed former Alaska Senator Ted Stevens, Halloran wrote, “Just wish Sarah and Levy [sic] were on board.” Levi Johnston is the father of Governor Palin’s grandson (RedHampshire, 8/11).
“Mr. Halloran’s outrageous comments are a new low, even by the standards of the New Hampshire Democrat Party,” said NHGOP Communications Director Ryan Williams. “His publicly stated death wish for Governor Palin and her family is abhorrent, and has no place in our public discourse. Governor Lynch and Ann McLane Kuster need to immediately denounce Mr. Halloran’s hateful remarks and demand that he personally apologize to the Palin family.”

Roberge of Bedford is the dean of the Senate. She has served as the senator in District 9 for 26 years.

Two of the state’s political heavyweights sparred at the Bedford Village Inn last night, trading blows on health care, government spending and the upcoming mid-term elections.
On the left stood Ray Buckley, chair of the New Hampshire Democratic Party. On the right stood his opponent, New Hampshire Republican Party chair and former governor John H. Sununu.
Both came out swinging early, seeking to gain the advantage on issues such as the struggling economy and the recent passage of health care legislation. In the audience were state legislators and business leaders, gathered for the Greater Manchester Chamber of Commerce’s annual Legislative Dinner.
