Democratic attorney general candidate Chris Koster has been blamed for lifting passages for a 1992 book summary that appeared in the campaign literature of then-Attorney General Bill Webster, who was running for governor.
Koster, an assistant attorney general at the time, summarized passages of the book “Reinventing Government: How the Entrepreneurial Spirit is Transforming the Public Sector.” That summary later appeared in Webster’s campaign literature without attribution. The Kansas City Star, in a July 1992 story, disclosed that the passages had been lifted.
The Columbia Daily Tribune reported Tuesday that two unnamed sources, who also worked for Webster and spoke to the newspaper on the condition of anonymity, blamed Koster for the controversy over the book passages.
The sources told the newspaper that Koster provided Webster with a summary of the book that did not include footnotes. One of the former employees told the Daily Tribune that three former assistant attorneys general were responsible for working on different sections of Webster’s campaign policy booklet.
After it was learned the passages had been lifted, Websters campaign moved to add bibliographical references to the booklet.
A spokesman for Koster’s campaign told The Associated Press Tuesday that Koster summarized the work in an “internal book report for his boss,” noting that it wasn’t uncommon for Webster to ask for book summaries.
