Environmentalists and others who favor public access to the shoreline say the decision puts beaches fronting private properties off-limits. The controversy also pits a pair of statewide officeholders on opposite sides of the dispute: Gov. Ted Strickland praised the ruling; Attorney General Marc Dann wants to appeal it.In the decision, which affects the owners of more than 15,000 parcels on Lake Erie, Judge Eugene A. Lucci of Lake County Common Pleas Court ruled that the line between public and private property lies where the water touches the land.
