Democratic leaders from Gov. Bill Ritter on down spoke less Monday about placing a possible tax hike on this fall’s ballot and more about finding other ways to pay for some of the state’s most basic needs.Ritter, House Speaker Andrew Romanoff and Senate President Peter Groff said that Democrats who control both chambers of the Colorado Legislature, which convenes its 2008 session today, plan to look for ways to pay for what the state needs through cost savings and rearranging priorities before they consider new funding streams.
