Gov. Matt Blunt’s decision not to seek a second term surprised allies and enemies alike Tuesday.
Republican legislative leaders said Blunt revealed his intentions to them in a conference call shortly before the public announcement.
Though he had never formally announced a re-election campaign, Blunt had raised millions of dollars for his 2008 gubernatorial committee and sparred frequently with Attorney General Jay Nixon, the main Democrat in the race.
