— There’s a fight brewing between lawmakers and the governor over what happens when the Legislature passes a bill and there’s no one home in the Governor’s Office to accept it.Senate leaders said Sunday it’s a constitutional dispute that could end up in court.

The problem began Saturday night, when lawmakers passed important budget and capital outlay legislation and then tried to deliver it to Gov. Bill Richardson’s office.
