CONCORD – Gov. John Lynch has embraced a cautious approach on the eve of a pivotal state Senate vote on whether to cap the interest charged to consumers for short-term loans.
His position on dealing with charges on payday or title loans has put him at odds with the House and Senate leadership of his own party.
Senate President Sylvia Larsen, D-Concord, and House Speaker Terie Norelli, D-Portsmouth, put the payday loan cap on their list of priorities for the 2008 session.
