Here’s a dirty little secret some Mississippi legislators don’t want you to know: Sometimes they pass bills without even reading them.OK, so, it happens a lot.And most of the time, the birds keep singing, the azaleas keep blooming and state government keeps functioning.
As shocking as this skimming-the-surface approach might seem to people outside the Capitol, the legislative system is heavily based on trust.
