A bill to restore part of the state’s campaign-finance disclosure law that was overturned by a federal judge was in limbo Wednesday after Republicans in the House of Delegates blocked a motion to allow a final vote.
“We are not ready to move forward on a bill that has implications on people’s First Amendment rights of free speech,” House Minority Leader Tim Armstead, R-Kanawha, said after a motion to take up the bill for a passage vote fell seven votes short.
The vote broke down along party lines, with only one Republican, Upshur Delegate Bill Hamilton, voting for the rule suspension.
If Republicans also block a similar motion in the Senate, final passage of the bill could be delayed until Saturday. Except for the bill, the current special session is mostly finished.
Senate Majority Leader Truman Chafin, D-Mingo, provided figures Wednesday showing that each additional day in special session costs a total of $37,654 in legislative pay and expenses, per-day pay for legislative staffers, and related costs.
