Lieutenant Governor Bill Halter says the state’s lottery should be run by an independent board of directors. He also says the scholarships the games are expected to fund should be awarded based on a student’s grades.
Today, Halter announced a set of principles he said he hoped lawmakers would consider when they return to the state Capitol next month. The lottery amendment approved by voters last month leaves it to the Legislature to work out the details of the lottery and its scholarships.
Halter proposed that the lottery be run by a state-owned Arkansas Lottery Corporation that would be governed by an independent board of directors. The board would have authority to determine details such as the types of lottery games allowed, ticket prices and prize amounts, and would have the authority to hire a director to run the corporation.
Halter says the games could be up and running by late 2009 or January 2010 if lawmakers move quickly enough.
