During Thursday’s floor session in the House of Delegates, Del. Bill Janis, R-Goochland County, introduced members of the Virginia Horse Council who were visiting the Capitol and reminded colleagues of the annual “legislative trail ride” sponsored by the organization.
In most years, the mere mention of a horse on the House floor could trigger whinnying from wise-cracking delegates. But not this year.
With the state facing a budget shortfall of at least $2.9 billion, with job layoffs escalating by the day and with an economic turnaround nowhere in sight, the state Capitol is a pretty sober place to be these days
