They are particularly upset about a proposal that would drop a requirement that conference committee meetings must be publicly posted at least the day before they occur. In conference committees, the House and Senate attempt to reconcile conflicting versions of a bill, and they often are where deals are cut on an issue.
Republicans say the change would make their rules match up with the Senate.
But Minority Leader David Lujan, D-Phoenix, said the move could lead to hasty decisions without public scrutiny.
