The resolution was meant to express the House’s will to Congress and the president. It prompted extended debate, even though 89 of 100 members were co-sponsors, though most resolutions like this usually pass with little debate or opposition.
Kanawha County Delegate Tim Armstead, the minority leader and one of 11 Republicans who didn’t sign on as a sponsor, had no difficulty getting members to accept to his first amendment to the resolution.
“We should have full and free disclosure of where this money is spent,” he said. “Individual citizens have a right to see where this money is spent.”
