The laptop in the Delaware State University police officer’s patrol car is attached to cameras mounted on either side of the vehicle’s trunk. As Davis cruises through campus, the cameras take pictures of license plates of passing vehicles.
If the license plate number shows up on a “hot list,” a database of vehicles connected to outstanding criminal or traffic cases, an alarm sounds. A voice from the computer lets Davis know if, for example, the vehicle has been reported stolen, is registered to a wanted person or matches a license number named in an Amber Alert.
