The state Senate fell two votes short Tuesday of passing a resolution that would have called for a proposed constitutional amendment to prohibit property tax increases on homes whose values have declined.
The change would offer some relief to homeowners who have seen their home values plummet but their taxes still go up.
The vote was 23-11 in favor of the resolution, with three Senate members absent. It takes approval by two-thirds of the members in each chamber of the Legislature to put a proposed constitutional amendment before voters, meaning 25 Senate votes would be needed to move the resolution to the House for a vote.
