A few weeks ago, council President Arnie Fielkow, at the request of councilwoman Stacy Head, issued a subpoena for the city’s property management director, Pamela Smith. This, after Head said she was having no luck getting information on delays in fixing the air conditioning at a police station in her district.
But Smith didn’t appear before the council Sept. 12, and Nagin said he believed the subpoena had been issued illegally.
