Attorney General Dustin McDaniel is to decide whether the proposal submitted recently by Lt. Gov. Bill Halter passes muster or needs tweaking before it can be offered to the people. The attorney general must review any initiative to see that its language is clear enough for voters to understand what they might be voting on….
