The state budget relies on 38 new or increased taxes and fees this year, said Charles M. Arlinghaus, president of the Josiah Bartlett Center for Public Policy in Concord.
His new report, “A Rising Tide of Taxes and Fees,” traces the potential for other increases as a result of stand-alone bills, those passed outside of the state budget process. History shows additional tax and fee increases occur in the second year of the two-year budget, Arlinghaus said.
“As difficult as this budget was,” he said, “I think it’s going to be a nightmare for whoever comes back (next legislative session).”
