LITTLE ROCK If Lt. Gov. Bill Halter’s push for a state lottery to fund college scholarships is successful, Arkansas will follow 42 other states into the lottery business a business some say is past its peak.
True to the biggest promise from his successful 2006 campaign, Halter is seeking to place a proposed constitutional amendment to create a state-run lottery on Arkansas’ 2008 general election ballot, after failing this year to persuade the Legislature to refer the measure to the people.
