A proposed constitutional amendment that could have a major impact both on future control of the Ohio legislature and the state’s congressional influence passed a divided state Senate yesterday.
If approved by the House and Ohio voters, the amendment would change the current partisan process for drawing legislative and congressional districts, where the party in charge gerrymanders the lines to its own maximum benefit.
Currently, a five-member Apportionment Board draws legislative districts, while the legislature maps out congressional seats. The proposal would leave it all up to a single, seven-member board, and any map would require the votes of at least two minority party members for approval.
