Sen. Andrew P. Harris, a vocal opponent to the Democrats’ policies, said he is asking Attorney General Douglas F. Gansler (D) to review the letter as a violation of the ‘‘power and prestige” of the office of a secretary and the governor.‘‘If it’s not illegal, even a bit, it’s unethical,” said Harris (R-Dist. 7) of Cockeysville.
