HARRISBURG – With a contract that pays his firm a minimum of $25,000 per month, risk management consultant William G. Chadwick isn’t giving House Democrats any free advice on avoiding the ethical lapses that led to a scandal over bonuses paid to legislative aides.Nor is Chadwick putting his recommendations in writing.Tom Andrews, a spokesman for House Majority Leader Bill DeWeese, said Chadwick relays his suggestions on internal policy changes via on-going discussions with DeWeese.
