$1 billion and the details are still being worked out?
Senate Minority Leader Andy McElhany, R-Colorado Springs, said in an interview he didn’t have a problem with the idea on its face, saying if it works, it would be a laudable goal to repair the state’s failing schools.

“I don’t have a lot of objections for at least the concept, but as we say, the devil’s in the details,” he said.

Although Democrats acknowledged that the details of the plan are still being worked out, such as how the money will be dispersed, they said it likely will follow the same model the state created to settle the 1998 Giardino lawsuit, which called for $190 million in state funds to be used over 11 years to repair crumbling schools.
