In a preliminary decision that could still raise the average customer’s bill’s by $17.63, state regulators on Monday almost halved Aquarion Water Co.’s requested rate hike of nearly 28 percent.
In its decision, the state Department of Public Utility Control cut Aquarion’s return on expenses and equity requests and said it believed the company could earn more revenue than it projects.
